Barrister Paul Moulder is an experienced advocate in the field of Education, in the matter of Special Educational Needs appeals and Disability Discrimination appeals to the SENDIST tribunal, now the Health, Education and Social Care Chamber (HESC).

SENDIST/HESC: Paul is regularly instructed, appears and advises both local education authorities and parents in a range of matters, particularly in the SENDIST Tribunal, concerning Special Education Needs and Disability Discrimination.

Claims handled include: Disability Discrimination claims in education services, physical restraint; Special Educational Needs in relation to behavioural conditions, Aspergers and autistic spectrum disorders; school transport; teaching of hearing-impaired children.

Paul regularly assists in Appeals and advice on wording of Statements of Special Educational Needs; responsibility for funding of school placement and educational provision.

He has delivered training on SENDIST appeals to Chambers’ Seminars and Educational professionals, including on the new procedures implemented.

Paul is able to assist parents in advising on the preparation and mounting of appeals, the approach to expert evidence to support an appeal.

He can also advise Local Authorities on the preparation of their case and the approach of the HESC/SENDIST in dealing with the experts’ reports and other evidence in the way it impinges on the Statement and statementing process.

Exclusions and Admissions: Paul advises parents and schools on exclusion and admissions matters.  He has provided advice and training to Independent Appeals Panels.  He has also dealt with Higher education/University Appeals Boards.  He is a contributing editor of the Education Volume of Atkins Court Forms.
